The more time I spend digging around in the iTunes App Store, the more I am convinced that it's packed with bogus reviews of various Apps.
It can only be unscrupulous developers, or people working on behalf of developers. They really are the only people to benefit from having an app or games rating artifically inflated.
It takes nothing for a developer to set up multiple iTunes accounts, purchase their own app and give a 5 star rating.
Take Asphalt 4 Elite Racing for example. I'm quite happy to stand up and say that this game is very over rated/reviewed. I gave it just 2 stars, but you'll see it packed out with 5 star ratings that bring it's current overall rating to 4.5 stars out of 5.
There's one review that looks very suspicious. It quite happily tells you that the game crashes to the homescreen often, and yet the reviewer still gave it 5 stars. Very suspect.
At the time of writing this, Asphalt 4 Elite Racing is #1 in the iPhone Games Chart.
